Google's revised Local Services Ads policy can bill advertisers for calls they never answered. Lead Smart Inc's public payout file shows what a connected call pays.

MUNDELEIN, Ill. - illiNews -- Lead Smart Inc, a pay-per-call and lead-generation affiliate network for home services founded in 2008, has published a refreshed extract of its public ZIP-code-level payout file as contractors prepare for a change in how Google charges for Local Services Ads leads.

Starting 1 October 2026, according to the advertiser notice Google sent to Local Services Ads customers and reporting by Search Engine Land and Search Engine Watch on 25 August 2026, certain missed calls during a business's posted hours can qualify as billable leads once the caller stays on the line longer than 20 seconds, and a later call can be charged when an earlier contact was not. Until then a call lead generally had to result in a conversation, a voicemail or a returned message.

The practical effect is that a home-service business can be billed for demand it never spoke to. Lead Smart's inbound call analysis for July and August 2026 showed 88 percent of home-service calls arriving between 8am and 4pm, so missed-call exposure is concentrated in the weekday hours when crews are on a job.

A complete extract of Lead Smart's public coverage file taken on 20 September 2026 contains 308,718 live ZIP-code and service payout records across 41,426 distinct ZIP codes, 27 verticals and 53 state codes. The median record pays $38.50 to the publisher who generates the call, the mean is $68.72, the top decile pays above $189.50 and the ceiling is $478.00. Of those records, 64,906 pay $100 or more and 23,721 pay $200 or more.

Emergency restoration holds the highest medians: biohazard $210.50, fire damage removal $193.00 and water damage $189.00. Auto accident legal calls carry a $137.50 median, while high-frequency trades sit lower: pest control $42.50, roofing $42.00, HVAC $38.50 and gutters $32.50.

"Google is about to charge contractors for phones that ring out, and the price of a missed call just went from zero to the cost of a lead," said Matthew Zivkovic, founder of Lead Smart Inc. "That pushes buyers toward paying for calls that connect and last, or for booked appointments, instead of paying for the ring."
