CHICAGO ~ Chicago Mayor Brandon Johnson announced on Wednesday that Ivan Capifali has been approved by the Chicago City Council to serve as the new Commissioner of the Chicago Department of Business Affairs and Consumer Protection (BACP). Capifali, who has been with BACP since 2022 and has served as First Deputy Commissioner and Acting Commissioner since July 2024, will now take on the role of leading BACP's efforts to ensure a fair and thriving marketplace for businesses, workers, and consumers.
Mayor Johnson expressed his confidence in Capifali's abilities, stating that his previous experience with the city will provide continuity within BACP operations and allow for a smooth transition. He also emphasized Chicago's commitment to innovation and resilience in the business community, stating that with Capifali's confirmation, they can continue to support current and future business owners who are the "heart and soul" of their neighborhoods.

BACP is responsible for processing licenses for businesses, public vehicles, and liquor establishments, as well as issuing public way use permits. In addition, they investigate businesses to protect consumers from unfair practices and serve as a liaison to the small business community. They also provide education and access to resources for businesses while enforcing labor standards laws such as Minimum Wage, Paid Sick Leave, and Fair Workweek.
Capifali expressed his gratitude for being entrusted with the responsibility of leading BACP. He stated that his goal is to promote fair and sustainable growth in the local economy through collaboration among businesses, workers, and consumers. He believes that by providing accessible resources and strong support for businesses, BACP can identify new opportunities for entrepreneurs and create thriving commercial corridors. Capifali has been serving the City of Chicago for over 28 years. During his eight years at BACP, he has gained a deep understanding of its divisions, key stakeholders, and partner agencies. Prior to his appointment as Commissioner, he served as First Deputy Commissioner, overseeing the department's day-to-day operations. He also held the position of Managing Deputy Commissioner, where he directed the finance and administration divisions. Additionally, he served as Deputy Commissioner, spearheading the Business Compliance and Enforcement division and implementing innovative strategies to ensure business compliance with regulations. Before joining BACP, Capifali worked at the Chicago Department of Environment and the Chicago Commission on Animal Care and Control.
Capifali holds degrees in Environmental Management and Criminal Justice from Northeastern Illinois University, as well as an MBA from Northern Illinois University. He is also a veteran of the U.S. Marine Corps and received an honorable discharge.
With his extensive experience and dedication to promoting fair business practices, Ivan Capifali is well-equipped to lead BACP in its mission to support businesses, workers, and consumers in Chicago.
