Chicago: Mayor Brandon Johnson Attends Groundbreaking For Legends South A3 Affordable Housing Complex

CHICAGO ~ Chicago Mayor Brandon Johnson, along with city officials, Alderwoman Pat Dowell (3rd), Chicago Housing Authority (CHA) Commissioner Angela Hurlock, and various community leaders and residents, gathered today to celebrate the groundbreaking of the Legends South A3 affordable housing complex. The project will bring 42 new affordable units and 10 market rate units to the former site of the Robert Taylor Homes in Chicago's Bronzeville neighborhood.

In his speech at the groundbreaking ceremony, Mayor Johnson expressed his excitement for this new development and its potential to uplift and empower the community. He also acknowledged the project as a step towards rectifying past mistakes of disinvestment in the area.

Alderwoman Pat Dowell also spoke at the event, emphasizing the importance of adding more affordable housing units to ensure families can stay together in Bronzeville and benefit from the growth happening in their historic community. She also highlighted the need for continued development on CHA land to increase Chicago's housing stock.

The project received support from both the Department of Housing (DOH) and Department of Planning and Development (DPD). They contributed $10 million in reallocated TIF funds, $2.9 million in HOME funds, and $1.5 million in Low-Income Housing Tax Credits.

DOH Commissioner Lissette Castañeda praised Legends South A3 as a testament to their commitment to housing justice and equitable investment in communities that have long been disenfranchised. She noted that this mixed-income development will provide stable and affordable homes for longtime Bronzeville families who have faced displacement due to systemic disinvestment.

The Legends South A3 development marks a significant milestone in transforming the former Robert Taylor Homes site. It is the third on-site development within its footprint at 4520 S. State St.

Developed by The Michaels Organization and Brinshore Development in partnership with CHA, Legends South A3 will consist of two structures - a four-story building with 40 apartments and a three-story walk-up with 12 apartments. The project will also include approximately 3,500 square feet of commercial space on the ground floor.

Andrea Keeney, Vice President of Development for The Michaels Organization, expressed their pride in being part of a partnership that is bringing long-term investment and revitalization to the historic Bronzeville neighborhood. She believes this latest phase of Legends South will continue to build inclusive communities that offer opportunities for progress.

Designed by LBBA and Brook Architecture, the project will have 10 market rate units, 39 affordable units with rents set at 60% of the area median income (AMI), and 3 affordable units designated at 50% of the AMI. CHA will provide subsidy for 21 units.

Interim CHA Board Chairman Matthew Brewer also spoke at the event, highlighting this year as their "Year of Renewal" and their efforts towards meaningful progress. He mentioned other recent grand openings in the area, such as Edith Spurlock Sampson and Sheffield Residences, Canvas at Leland Plaza, and the National Public Housing Museum. He sees these projects as examples of their commitment to expanding housing options and strengthening communities.

The Legends South A3 complex is expected to bring new life to the area and help revitalize the State Street commercial corridor. It will also include a public plaza at the intersection of State Street and 45th Street and provide parking spaces for residents. This development is a testament to what can be achieved through purposeful, persistent, and collaborative efforts.
