CHICAGO ~ Chicago Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) have announced the launch of a new program aimed at supporting small businesses in the city. The Small Business Capacity Building Program, funded by the American Rescue Plan Act (ARPA), will provide $3.5 million to one organization selected by the City to serve as its administrator.
The chosen organization will be responsible for designing and implementing a comprehensive capacity building program for small businesses. This includes conducting assessments, offering customized coaching, and providing access to professional service consultations in areas such as legal, finance, marketing, and human resources.
According to Mayor Johnson, small businesses are the backbone of Chicago's economy and deserve support to thrive. He believes that this program will equip businesses with the necessary tools and resources to overcome challenges, increase efficiency, and create jobs.

Acting BACP Commissioner Ivan Capifali also expressed his enthusiasm for the program, stating that it aims to build upon existing strengths and close operational gaps for small businesses. The City's goal is to empower these businesses to thrive in a post-pandemic environment and become more resilient.
Interested organizations can submit their proposals until October 15 at 12:00 PM CDT (NOON). A pre-submittal conference will be held on September 24 at 12:00 PM CDT for those who want more information about the RFP. While attendance is optional, it is highly encouraged. More details about the RFP and pre-submittal conference can be found on Chicago.gov/BACPRecoveryPlan. The RFPs can also be viewed on the City's eProcurement website by searching for RFP #10383.
