Proposal invokes UN precedent, urging former Soviet republics to form a Eurasian Regional Union and collectively succeed Russia's UN Security Council seat.

CHICAGO - illiNews -- Noble World Foundation today unveiled a humanitarian framework to end the Ukraine–Russia war through the creation of a Eurasian Regional Union uniting all fifteen successor states of the former Soviet Union. The proposal, released by Shiv R. Jhawar, founder of Noble World Foundation, stresses that lasting peace in Eurasia requires regional cooperation. Just as France and Germany overcame centuries of conflict by building the European Union, Ukraine and Russia can secure peace through a Eurasian Regional Union.

"After 1,271 days of conflict claiming over 75,000 lives and displacing 14 million people, conventional diplomatic approaches have failed," said Shiv R. Jhawar, founder of Noble World Foundation. "It is time to rise above power politics and create a framework that restores humanity."

The war in Ukraine has inflicted immense suffering—millions displaced, thousands killed, and generations traumatized. No territorial ambition or geopolitical rivalry can justify such devastation. The proposal's most innovative feature links regional peace with global governance by applying established precedent. When the Soviet Union dissolved in 1991, Russia inherited its permanent Security Council seat without a Charter amendment. "In the same way, the fifteen former Soviet republics could collectively succeed to Russia's seat through the Eurasian Regional Union," explained Jhawar.

The UN Security Council already reflects the principle of regional representation by distributing its ten non-permanent seats among five groups: Africa, Asia–Pacific, Eastern Europe, Latin America and the Caribbean, and Western Europe and Others. Extending this principle to permanent representation through regional unions would bring long-excluded regions into meaningful participation.

The framework affirms Ukraine's sovereignty while safeguarding the cultural rights of Russian-speaking populations, ensuring that human rights are protected regardless of borders. "Lands are labels; humanity is indivisible," said Jhawar. "Who owns the earth, the sun, or the wind? They belong to all. This is not about borders or blocs—it is about restoring humanity. Let this war end in a new beginning, where law serves life and peace becomes the birthright of all."

By shifting the resolution process from external powers to a regional body, the proposal empowers the peoples of the former USSR to shape their own destiny. It replaces rivalry with cooperative sovereignty, offering a path forward that is legally sound, historically validated, and morally compelling.
