NAPERVILLE, Ill. ~ NAPERVILLE, Ill. - The City Council Chambers of the Naperville Municipal Center will be buzzing with excitement on Monday, Nov. 4 at noon as the lottery to determine the ballot order for the 2025 Naperville municipal election takes place. This lottery is open to the public and candidates are not required to attend.
The order in which a candidate's name appears on the ballot can have a significant impact on their chances of winning an election. Therefore, it is crucial for candidates to secure a favorable position on the ballot. In order to ensure fairness, the lottery will be conducted for candidates who simultaneously filed their petitions to run in the upcoming election.
According to state law, petitions are considered simultaneously filed when they are received by the Community Services Department at 8 a.m. on the first day of filing or between 4 and 5 p.m. on the final day. For this particular election, all candidates who filed at 8 a.m. on Monday, Oct. 21 will be entered into one lottery to determine their position on the ballot.

In addition, any candidates who submitted their petitions between 4 and 5 p.m. on Monday, Oct. 28 would have been entered into a separate lottery to determine their position as well. However, no candidates submitted petitions during that time period.
It is important to note that any petitions received after 8 a.m. on Oct. 21 and before 4 p.m. on Oct. 28 will appear in the order in which they were received.
The state of Illinois mandates that local election authorities conduct this lottery within nine days after the last day of petition filing.
